ZZPS debt recovery after no first UKPC letter but 2nd UKPC letter chasing (No reply to appeal!)

In June I was in a car park/industrial estate that was 2 hours parking FREE.

The gym confirmed I signed in that day but for some reason the car park tablet to enter the number plate
didn't work to stay longer than 2 hours. 

I never got UKPC's car park's first letter telling me of this fine. 

The first letter I received was a "2nd letter" which raised the fine.

I then recieved the 1st letter which clearly took 1 month to get to me by the date.

I appealed saying that I didn't get the first letter

I haven't heard back.

Now I have a ZZPS letter with a £170 fine.

I have been reading here not to engage with ZZPS but should I chase up with UKPC about my appeal?

    Yes, use the complaint link on the BPA AOS members list and complain about it to ukpc, as keeper
