So, what is the next steps from here as POPLA said there is another appeal stage that I can pursue if I feel their decision is invalid?0

As per the stickies, wait for them to mail bomb you with debt collection letters which you can safely ignore unless you move house and you need to update your address, until you get some sort of letter that is a definite official court date or letter before claim. If it even gets to that stage which I believe many give up chasing you before any where near that stage.1

So, what is the next steps from here as POPLA said there is another appeal stage that I can pursue if I feel their decision is invalid? That's a new one, even if they are proved wrong, they are right to deny your appeal as they have spoken!!You can complain that their assessor was wrong, but they will talk a load of mixed up old twaddle where they almost appear to agree but then quote the magic words "POPLA is a one stage appeal". Unless of course it went against the operator and they reconsider it, the whole thing is a biased sham.
