onecom want to charge me £15 for not setting up a direct debit by 3rd of october and £25 in jan if not set up this cant be right surely

Your first mistake was taking a contract with Onecom, are you still within a cooling off period. Search FB for Name and shame Onecom to get a feel. To answer your question read your T&Cs they are usually fairly watertight in the company's favour.

Do you mean one.com or onecom.co.uk? The former is a website building company and as far as I can see do not accept payment by Direct Debit, the latter are a business only supplier so Consumer Rights probably do not apply and yes, they can add surcharges if you do not pay by Direct Debit.
