Manchester PCN

hi here for some advice, received a PCN from Manchester city council, I was parked outside a shop on double yellow/restricted street while my partner went in, thought I'd be ok waiting there as I stayed in the car, but then traffic warden came by and started to take pics of my reg etc, so I drove away, not knowing if that was to get me to shift or whether I would actually still get a fine, well 3 days later I got the PCN in the post lol. is there a chance I can try appeal or not worth the hassle?

    You should seek advice over on the Free Traffic Legal Advice forum they specialise in Penalty Notices issued by councils and police. This forum specialise in Parking Charge Notices from unregulated private parking companies.

    You would have been better staying put so they could see you were loading!

    Not sure how you can argue that you weren't parked if you drove away.

    I wasn't loading at the time, I was just waiting but thought I'd be ok as if a warden came by they would just ask me to move, didn't realise they'd be on to me straight away, If I'd known I'd still get fined I would have left the car gone into the shops and helped with the shopping😄 
  • If the enforcement officer didn't hand you the PCN or attach it to your vehicle before you drove off, you may be able to challenge the ticket by stating that it was never properly served. For council-issued PCNs, this is done via an informal challenge, and if rejected, you'd then make a formal challenge, also known as a representation, via a Notice to Owner letter. For private parking tickets, you'll need to wait for a Notice to Keeper to be sent to the registered keeper within 14 days of the incident.
     
    What to do if you drive off before a PCN is served:
    1. Do not ignore the possibility of a ticketeven if you weren't handed one. 
    Council-issued PCNs: If you believe the officer didn't serve the PCN, you can make an informal challenge to the council. If this is rejected, you'll receive a Notice to Owner, and then you can make a formal appeal or representation. Is the above true?🤔
