PCN when ticket machine out of order

hi
firstly before I get told off, I apologise for anything I might do wrong, still cant get to grip with forums.
secondly the PCN the registered keeper received was for a very brief visit to a shopping centre where NON of the payment machines were working ( have photo evidence).
Can this be appealed please?
it was a straight to NTK and which arrived 15 days after said offence and needs to be appealed by the 4/8/25, actually only received letter saturday morning.
any help appreciated

You are dealing with scammers which parking company sent you the charge?Post a screenshot of the NTK with personal details redacted but leave the dateline showing.What did the shopping centre / land owner say when you complained that their contractors have tried to scam you out of money when their machines were not working.Read through the newbies thread in the mean time.1

yes read through the newbies thread, quite complicated but hopefully got most of what I was need to do, but with it being an IPC associated company thought I'd check.
its with Excel Parking and at Menai Shopping Centre Bangor.
Apparently the ticket machines have not been working for years.0 -

I also couldn't find a FAQ regarding the payment machines being out of order

I didnt think it was the dirvers responsibility to make sure they had a working mobile phone to park, as with having conventional forms of payment, cards and cash, its surely upto the car park operator to insure they machines are in full working order

They'll say you should have left the site, which is obviously impractical.They are very litigious and tend to go all the way to a hearing, so personally I would like to go into court saying you did pay themI would pay them now via the app for a parking session. Maybe for 12 hours (£3), then you can say you paid the original 50p parking plus the £2.50 DVLA fee it cost them to purchase your address. Screenshot the evidence.Then, at any court hearing, you have the defence of paying when you were able to obtain a signal, and you've covered their out of pocket expenses, but they have no right to any more because their signage is inadequate and they should run their business better and have working payment machines.Then their claim is no longer "you didn't pay", but "you paid us, but you paid us wrong".Non-payment puts the parking company on the front foot, but efforts to rectify that instead puts them on the back foot as you have suddenly made their attempt to argue they should get £100 off the back of a 50p late payment look ridiculous.I wouldn't appeal as such though. You challenge them. Say their machine was broken, no phone signal was available and you have paid for a 12 hour parking session via the app, which also covers their £2.50 DVLA fee. Therefore no more payment will be forthcoming and you look forward to defending their court claim if they disagree.1
