Access to shared pathway and parking on shared pathway

I live in a semi-detached property with a shared pathway access to the garage. I have a car park in the front of the house and park mine there. Neighbour doesnt. They recently let out a room to someone who now parks his car in the area marked in blue between the two properties. Their garage is not usable and the person refuses to buy street parking. 

The access is quite small and the car barely passes through it. Now I am getting some work done and it means there will be scaffolding. Once put the car wont be able to pass through. As a part of the work, I also intend to put external wall insulation. Their car wont be able to squeeze through if I put it. Will it be legal for me to put the insulation? Also is there I can do to get him not to park in the shared driveway. He tends to squeeze towards the end and says it is in their property.

    If you both have a (shared) right of way over the blue area then-
    1) You can't obstruct it with scaffolding unless the neighbour agrees.
    2) The neighbour can't park on it, unless you agree.
    3) You can't reduce the width by adding external wall insulation, unless the neighbour agrees.

    You need to have a polite conversation with the neighbour and see if you can agree a way forward.
