PCN for 10 min drop off

Hi all, please could you help, I have returned from holiday and found a parking charge notice in my mail with was sent at the beginning of my time away so i missed the chance to pay the lower fine of £60. However this related to a ten minute stay in a leisure centre car park whilst dropping off children at a holiday club. I did not therefore purchase a ticket as it was a drop off. I couldn't see from the car signs any indication of a Grace period but staff said they thought it was ten minutes. I am sending a letter of complaint to the leisure centre manager first as advised by the forum community in the faqs but wondered if there were any templates for a complaint letter? I am also mindful i don't have long to appeal the fine now given i only opened it two weeks after recept so should i send the complaint at the same time as contesting the pcn? I don't really understand the idea of not telling the company who was the driver if i am complaining to the leisure centre will they find out anyway?

Thanks! I have had a look at that and sent a complaint. The leisure centre have contacted parking company... parkingeye and cancelled the charge which was issued 'in error' according to their response. Thanks to all the posted advice.
