Help to open bank account. Brother in hospital no photo id

An online application to one of the high street banks may go through using just data from the electoral roll, but he will need to give a reasonably accurate income figure for it, and the card/pin will be sent to his house. Avoid Barclays as they are known for requiring customers to go to a branch to complete the application and also NatWest/RBS (they asked for driving licence/passport to be uploaded and will not accept an out of date one.) Out of date documents suffice as voter ID, nothing else.
If that fails, someone will need to pay for an up to date one and get him to reimburse them once the monies he is due are in payment. A recent photograph will be needed somehow, whether that requires a hospital visitor to take him to get them done (worst case scenario if he doesn’t have any suitable and cannot submit an application online with a photo taken from a mobile) or not. He can then apply to Chase/Starling/Monzo, who will definitely ask for an in date ID to be uploaded.
The banks have to be sure that a person is who they say they are, that that might be difficult for those who have gone off grid for a number of years isn’t their concern.
DON’T try opening a joint account - his ID would still need to be verified in the same way and it would tie his credit history to yours.0 -
I've just had a look online and there seems to be something called the Payment Exception Service for those who cant open a bank account.quote:
The Payment Exception Service allows you to collect benefit or pension payments without a bank account.
The service is only available if you cannot open a bank account.
How to get your money
You’ll be sent one of the following:
- a payment card
- an email with a voucher code
- a text message with a voucher code
You can collect your payment during the opening hours of:
- any PayPoint outlet
- any Post Office
You’ll need to show your card or voucher code.
