Apologies if I have misunderstood, but I would thoroughly explore all the options, especially home care. Reading & watching this video has convinced me of better & alternative options:

Councils will choose the cheapest (often most remote) care home. Staffing is problematic and many care/nursing homes increasingly rely on students (particularly
    international students).

The person will be self funding so they or their LPA will be choosing their own care home.

If the person lacks capacity and is not self funding, the local authority has to take best interests into account and that includes being accessible to maintain family contact. The difficulty at the moment is partly funding, but also simply the lack of available places.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

Also, do not assume that private / more expensive = better. If Dad is settled where he is, think carefully about a move. Check what's on offer there, and compare it to the alternatives.

For example, how many activities staff are there? What's going on each day? What ancillary health staff are there? Are there maintenance staff on site to deal with windows which stick / broken wheelchairs etc? Visiting hairdresser? Religious services if requested?

The home I'm in regularly has a physiotherapist in several times a week: if ever I need a care home, I want one of those!

It's not fancy. They're short staffed. Some of the staff are better than others. It took a few weeks and asking a lot of questions to find out some fairly basic information. But we could pay thousands more and be less satisfied.
