The fact that it says "includes" rather than "is" would suggest (to me) that it also includes flights. But who knows, maybe they expect the winners to magically teleport themselves to Malta?

No mention of flights means you have to find your own way there. I consider it a "holiday" or "trip" if flights and accommodation are included and a "stay" if it's just accommodation.5
