Transitional protection report changes help

hi I have a relative who has just been awarded UC and it’s got a transitional protection of £260 per month Because he was migrated from ESA to UC .He lives in a council property and has a rodent infestation as well as had sewage leaking from his toilet and the smell is very  bad. The council want to move him into a better property where he’d be more supported but he’s worried that if he moves it will be class as a change of circumstances and he will lose his transitional protection which he can’t afford to do as it’s so much . Is there any exemption to this as a move  would be on health grounds .

The flat is so bad  They have deemed  the flat inhabitable and they  have currently put him in a hotel Temporarily While they are going to go in to deal with the rodent problem and the sewer problem but all agree that he shouldn’t really go back to the property but are powerless to stop him as he won’t consent because he’s worried about losing money. Surely it’s not right that people will be trapped in properties what are not suitable for them because they’re worried about losing money .
