    My late FIL had never taken a driving test yet had a licence and drove all sorts of vehicles.

    This thread had gone completely off topic. 
    The OP asked for advice on how to tackle a CCJ for an acquaintance who appears to be illiterate. Arguing about whether an illiterate person can pass a driving test is not only irrelevant - but rude. As was the earlier conflation of illiteracy with a lack of mental capacity. 
    People with reading difficulty have always been able to pass driving tests! They have great coping mechanisms - for life in general. 
    How would anyone feel (reading all these ill-considered judgements on people you don’t know) if they do know someone with reading difficulties?

    Actually, the OP made the statement "He cannot read or write ..."; I think that is the definition of illiterate?
    Not whether they have reading difficulties, but that they cannot read or write.
    From there the question became were they the driver.
    There was then an interesting discussion as to whether you can pass your driving test if you are illiterate.
    I do see your point about the comments on mental capacity, which is a separate and unrelated matter and I hope nothing I wrote says or implies that.

    I SPECIFICALLY stated it was the legal definition relating to contract law and NO rudeness was intended.

    A lot of us do not possess the mental capacity to understand many notices when on holiday abroad.

    Thanks for all the comments. I have now been to see him, he is happy to live with the CCJ as he does not use credit etc. IMO he is severly dyslexic but has never been tested and has trouble, gets panicky when he gets lots of words in a letter.  He has kept all the many letters and I show what I think are the relevant ones here showing
    The increases from £100 to £170 to £295 then CCJ £277.

    Yep he can ignore that if a CCJ doesn't affect him. As long as the thug HCEO industry doesn't succeed in persuading the CJC and MoJ to lower the £600 ceiling to let them chase smaller 'debts'. They are trying hard and it would see bailiffs on many more doorsteps & added charges. Horrific idea.
