Parking on Council owned land

can the council restrict a parking space that was previously used by residents? It was also used by access vehicles and emergency vehicles now it’s locked off and access is restricted into our properties which is mixed Council land privately owned. Now we have to walk quite far to find parking. Is there anything we can do about this?

The quick answer is if you don't own the land and have no legal right to park on it then there's not much you can do.  Furthermore, if the land is needed for emergency access you won't get much sympathy from the council or the councillors if the reason for the changes is to make emergency access more reliable.

A longer answer would depend on how much land there is and what else it is used for, because the residents could ask the council to provide an additional parking area on it.  However budgets being what they are, you may be waiting a very long time for the council to agree to anything.
