Blue badge & parking charge notice

My apologies for needing to ask advice on what to experienced eyes may be a very simple matter. I am neurodivergent with chronic health issues, and am finding the information in these pages a bit overwhelming, as I am struggling to get my head round how they fit with my case. Writing it all out in this way has made it a little less overwhelming but it's still making my brain fizz. 

I know it's possible to fight them as I fought one where the building management hadn't given the correct information to the private carparking firm. But I incorrectly challenged the parking firm first; it was a long fight to get the building management team to acknowledge it was their error and halt the debt collection letters. I would rather not have that experience again. 

This one I made a genuine mistake which I thought I had covered. I don't have the capacity to sit and wait for court appeals, it will deeply affect my mental health. However, if the template letter will make them back down I have capacity for that.

I have found the newbies thread, and don't believe I have a case where I can complain to the landowner in this situation. The neighbouring coffee shop that I believe are the land owners was closed on the day I visited, and I wasn't there to use their facilities. 
Please correct me if I'm wrong on this. 

My parking charge notice is a postal one, from CE services (civil enforcement). The letter includes the BPA logo and another logo that is too small to read - it has a thick blue outline with a thick blue line through the middle and the infill is light orange. The letter includes a photo of my vehicle and entry and exit time.

I have found the one size fits all template and can see how the template challenges the fact that they haven't provided enough information but have concerns (based on my previous experience) that this will not be enough to make them back down. 

I would appreciate some reassurance!

My situation is as follows. 

I have a blue badge due to chronic pain and fatigue limiting my mobility.

I parked in a small private carpark, and incorrectly assumed I would be covered by my blue badge. I was not aware what time I arrived, but estimated it to have been 15 minutes later than the PCN states. I needed to eat some food, drink some water, recover from driving, before I had the energy to check the terms and conditions of the carpark. 

When I realised my mistake, that I wasn't covered by my blue badge, I paid for an hour's parking, and then realised I needed to rest further so tried to upgrade my parking - the JustPark app wouldn't allow it so I bought another hour separately. The two time periods overlapped. 

In returning to my vehicle I took longer to get myself ready to leave than I estimated. So, I paid for 2 hours parking in total and the time stamps say I was there for around 2 hours 15 minutes. The main uncertain part being it took me a period of time to realise I needed to pay. 

Please let me know if there's anything pertinent I've left out. I welcome input from those with experience in these matters.

    The one size fits all template is not designed to make them back down, which they won't do anyway 

    It is to show that you have received the pcn and prepared to challenge it , not ignore it 

    The blue badge is an indicator of need but has no authority on private property,  so doesn't really help you in this case, especially because you weren't a patron of the business   ( check out your blue booklet for where it can actually be used  )

    I doubt that any appeal can work, but wait for more replies, especially if coupon mad replies, in case there is an Equality Act 2010 case

  • Thank you. I will try calling the coffee shop when they open. If they are unable to do anything about cancelling it I'll bite the bullet and pay; it's already disrupting my sleep.
