0% balance transfer from UK credit card to European card. Is it possible?

UK citizen presently living and working in Portugal (self-employed).

I have a UK credit card registered at my mum's address from my time in the UK military, with MBNA.

It presently has a debt, and I want to transfer it to a 0% interest-free credit card. However, I'm not eligible for another UK card because I have not lived in the UK for 20 years (6 years in Thailand and the last 14 in Portugal). I'm eligible in all other ways except for the address.

Is anyone aware of European credit card providers with 0% balance transfers that allow transfers from a UK credit card?

Does anyone have another workaround for this issue?

UK CC providers don't allow BTs from abroad. It would be surprising if EU providers did.

Don't know if such cards exist in portugal. More expensive way is to withdraw cash from one Portuguese card and transfer the balance to another.
