Parking Fine
I reserved a parking space online at a car park shortly before travelling there. However, I was surprised to receive a penalty notice for non-payment. In response, I appealed the fine and provided proof of payment by submitting my online receipt. The issuing authority has maintained that the penalty is valid, and stated that the date entered during the booking process was incorrect - an error which I hadn’t noticed.
Their email says I can appeal to the IAS Standard Appeals Service, but if I do so, I will lose the right to pay the charge at the discounted rate of £60.00 and should the IAS's decision not go in my favour I will be required to pay the full amount of £100.00.
Whilst I get that technically I parked there without paying on that day, this was clear human error. I feel very upset about this, because I am already having financial difficulties and struggling with my health. I feel it is obvious this was an error, so am disappointed they have not shown some leniency
I really want to appeal further, but I’m fearful I will not win.
I would be grateful for any advice about what my chances might be in winning an appeal, or whether I should just pay up now.

Read the MSE Guide to Private Parking charges which was updated this month and fact-checked by yours truly. Link at the top of the page. Please read the Guide as it was checked also by Martin Lewis.
You seem to be thinking this is a fine or penalty (you have used both words). It's not.
Nobody pays an unfair private parking charge. You won't pay £60 and you won't pay £100 (nor £170 which the daft red letters will frighten you with).I feel very upset about this, because I am already having financial difficulties and struggling with my health. The operator now KNOWS which date the payment for your car actually covers - you helped them match it - so there is no money owed.
These firms aren't normal companies. You don't appeal to them. There's no sign of consumer ethics principles with this industry. And the IAS is not independent.
Do not use it.

Just to clarify some points:1. It's not a fine.2. It's not a penalty notice.3. The issuer isn't an authority.4. There is no point in appealing to their better nature; all they want is your money.5. The "appeals" process is a sham and of course they reject your appeal.So set all of that aside and follow the guidance of the folks here.Hope it works out for you!5
