CPM private land charge - newbie advice for appeal

Hello, newbie here who has read through the newbie thread, but wanted to seek clarity on some points that I want to use to dispute the £60-if-I-pay-now penalty charge from CPM I just received.

Context - Driver picking up friend from their building and waited in their parking courtyard. They were running later than usual so ended up receiving a notice from CPM (with pictures of car entering and leaving) saying car was parked for 19 minutes. My friends asked around in their building and found out the max waiting time is ALLEGEDLY 15 minutes. - yet to see this written anywhere official. 

I want to appeal the charge with them on two points, but unsure from my research of how watertight this is:

a) The entryway sign isn't visible from the road (it's on a wall facing the wrong direction from the road). 

b) Grace period or waiting times/T&Cs relating to this aren't actually listed on the signs around the car park. Do they need to be in order for the driver to have entered into the 'contract'? 

There are signs that list three terms and conditions. These are:

1. 'all vehicles must hold a valid CPM e-permit' 
'2. You must park wholly within a marked parking bay.
3. 'If unsure please seek further advice from UK CPM or refrain from parking'

There is tiny writing underneath saying 'by entering or remaining on this land you agree to abide by all of the Terms and Conditions'. No reference again to wait periods beyond the listed 3 terms and conditions. 

Happy to include photos of both sets of signs for context if that helps (is it safe to publicly?).

    What do I do if not appeal? Basically, I'm nervous of anything that might negatively impact my credit score as I'm a young person and I'll be looking into a mortgage in future.

    First part of the letter as follows:

    'We have issued a Parking Charge *reference number* to your vehicle because on the ** August 2025 at **:** it was parked on private land in breach of the terms and conditions of parking at *insert private land address*, making the driver liable for a parking charge. As the PCN has not been paid in full, the Parking Charge  remains outstanding.

    The reason we issued the Parking Charge to the vehicle is as follows: Vehicle not registered (ANPR).

    The signage, which is clearly displated throughout the area states the land is private and that parking conditions apply. By parking on site the driver is bound by these terms and conditions and liable to pay a charge is they are no adhered to. The signage also confirms the area is managed by UK Car Park Management (CPM).

    So no mention of wait times etc - I've only heard of the grace period limit from neighbours. I've gone in there before, but of course was never for as long. Certainly wont be again! Hard lesson.

    Some more life knowledge - you can only receive a CCJ if you ignore a letter from a court or you go all the way to a court hearing in front of a judge (won't happen) AND you lose AND you still don't pay within 28 days.

    Nobody can just "get' a CCJ and nobody can affect your credit report without making a court claim first.
