Post office cash withdrawals without card

Hi all - can anyone advise if it's possible to withdraw cash over the post office counter without a debit card and PIN, by writing a cheque to oneself?

Not PO but NatWest / RBS offer cardless cash at ATMs

The reference to 'specific' suggests that it's the exception rather than the rule - is it Barclays that you're with?  And an account without a debit card and PIN?

Only at their own ATM network (which includes Tesco branded ATMs, for now).
