Send a SAR to CEL and don't tip them off which document you want. Just a SAR for all documents and photos of the car.
Or if you are still at POPLA stage, appeal as registered keeper saying there was no NTK served, and raising the lack of timestamped images on the 'reminder notice' etc. Did you already admit to driving?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

No admission of who the driver was. I’ve already submitted the appeal as yesterday was the last day. But did not mention that no NtK was served as I mistakingly thought that’s the NtK. However mentioned everything else.Here’s a link to the appeal I sent

because they didn’t mention why exactly the PCN was issued I didn’t lay into the fact that there should’ve been a grace period. Even if I was over the 15 mins slightly. This is why I didn’t include it. Can I still add that to my appeal somehow?0 -
