General query:
Can some-one who works(9-3.30 in a school) and gets the carer element of UC study a part-time Certificate of Higher Education Course(2 year course 16-18 hours a week)?
Also will the student loan(for the course) affect the UC award?

There isn’t enough information for someone to assist you fully.
In general UC is reduced £1 per £1 for your student loan, equally if still working your UC will be reduced by 55p per £1,

If there is a loan available, UC will treat you as having taken it and reduce your UC award, even if you don't actually take the loan.

Only student maintenance loans available to you, whether taken or not, would affect Universal Credit payments.
You need to find out if the course allows for student maintenance loans to be taken out. And get something in writing to confirm this information. Uc will ask you for this information.The comments I post are personal opinion. Always refer to official information sources before relying on internet forums. If you have a problem with any organisation, enter into their official complaints process at the earliest opportunity, as sometimes complaints have to be started within a certain time frame.2 -
Student loans for course fees aren't taken into account. As CertHE is a level 4 qualification, you may be entitled to a maintenance loan, in which case they'll deduct that pound for pound after a weekly disregard.
If the maintenance loan is available to you, which it probably is, then they'll deduct it regardless of whether or not you take it.
If it is actually a Post Graduate Certificate of Education, then it's a probably a level 7 course but a maintenance loan would be available for that too.0
