Keyway retail park willenhall

I have received a fine from the keyway retail park in willenhall .the photo of my car looks like it been taken through a bush .
The fine for being 21 minutes over there no were to make a payment. I had used the shops there I am disabled and I had an operation the 5 day before I had gone there unfortunately my stitches popped when I was there I moved my car over to one of there restaurants so I could sort myself out using there bathroom I brought my son food from there so again I still spent money. Do I have any grounds for appeal

    Of course.  Holding a disabled person to a fixed policy time limit without providing a way to claim more time is illegal. It's covered by the Equality Act:

    Complain to the Retail Park first and foremost, raising their attention to the fact that this is discrimination. They can cancel a PCN. This similar case (only it sounds like your impairment and condition was worse) saw it cancelled within days this month:

    Show us the PCN with the image that looks like it's taken through a bush, please. Cover your VRM.
