Council tax using current account as savings

The council tax support add my current account as savings, as my pension is paid into current account and used elsewhere in the calculation it seems to me it is using same amount twice.
Should the income being used in the calculation be deducted from current account before being added as savings?

    All monies, be that current account, savings account etc should only be counted once.  But all monies will be counted unless specifically excluded by the rules for claiming.

    Just can't grasp probably having a senior moment.
    Example : I have £400 in current account of which £200 is pension payment for that week.
    £400 is added to savings.
    As the pension payment has been used as income for working out benefit why is it counted as savings.
