What does sign mean?

Today, Sunday, somebody working on my place got a parking ticket.  As I told him he was OK to park there (an area I believed to be owned by all us joint freeholders on my development but that the council seem to dispute) I feel honour bound to pay it. 

However as a non driver I don't fully understand what a sign on an adjacent council maintained  access road means. Does it  mean  parking on  a Sunday, even if on the access road is free, or do restrictions apply on Sundays too? Naturally I want to challenge the parking fine if possible, but  will have to cough up if  there's no option.

I'd download the title plan to check ownership, but as it costs circa £30, don't want to fork out on top of having to pay the parking fine if I'm wrong about ownership. I'll try to speak to the managing agents on Tuesday to see if they have had firm clarification re ownership of this part of our grounds.
The bigger the bargain, the better I feel.

I should mention that there's only one of me, don't confuse me with others of the same name.

    That's a council sign (land ownership is irrelevant) and those rules only applicable Monday-Sat. You are right.

    At first appeal stage, ANYONE can make representations (which includes you) but the driver is better placed really.

    After that, the OWNER of the vehicle is the only person able to appeal. Does the person own the vehicle (their name on the logbook) or do they lease it from a company?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Thanks for quick response. He is the owner of the vehicle. He wasn't parked in the road where there's a yellow line, it was a area where we have a car wash bay for residents & a dropped curb. 

    I'll do the initial appeal part then as English not his first language & then pass it on to him if necessary.

    We already know it wasn't double yellows. That sign tells us it's a permit bay area. But not restricted on Sundays.

    Why not search the council website for the Traffic Order for that road? On council highway, a driver with a PCN is only ever in breach of a TO, technically not in breach of a sign. The TO is what to read.
