New laptop - all local folders point to onedrive

Is this a new feature?  If I goto "C:\users\fred\pictures"  this actually goes to 
"C:\users\fred\onedrive\pictures"  How do I turn this feature off?

I don't want to uninstall onedrive. I want c:\users\fred\pictures to point to the local folder of same name.  Quite happy for stuff under c:\users\fred\onedrive to go to onedrive.

Right-click the OneDrive cloud icon on the taskbar. Go to Settings > Sync and backup > Manage backup.

Turn off backup for Desktop, Documents, and Pictures. That severs OneDrive’s hooks into those folders.

Afterwards, you can still manually drag files into the C:\Users\fred\OneDrive folder if you want them in the cloud, but the “known folders” won’t redirect.
