PCN F1rst Parking company in Sussex

I received a PCN (parking charge notice) at Uni of sussex. I wrote this back to them as an appeal:

Dear Sir/Madam

As the registered keeper of xxxxxx, I am writing to formally challenge the above Parking Charge Notice on the basis that I was not driving the vehicle at the time of the parking event. F1rst parking cannot hold a registered keeper liable for any alleged contravention on land that is under statutory control. As a matter of fact and law, F1rst parking will be well aware that they cannot use the PoFA provisions because University of Sussex is not 'relevant land'.

The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under some twisted interpretation of the law of agency. As the burden of proof is on the claimant, I would ask you to provide evidence that I was the driver of this vehicle at the time this alleged contravention occurred.

 If you are unable to provide the information/documentation requested, I would respectfully request that you rescind this Parking Charge Notice and desist from any recovery action against via debt recovery agency.

 I look forward to receiving notification within 28 days that the Parking Charge Notice has been cancelled, and confirmation that you desist from any further debt recovery action.

I quickly got an email back from them, and they seem to have totally ignored or not read my email.

In this appeal you have not stated the driver at the time of contravention, therefore please provide us with a full

name and serviceable address to enable us to pursue the driver.

If you fail to provide this information within the required timeframe (29 days after notification = 04/09/2025) as

stated on your Notice to Keeper dated 06/08/2025, the registered keeper will be liable for this PCN under

Paragraph 9(2)(f) of Schedule 4 of the Protection of Freedoms Act 2012.

PLEASE SEND THE REQUIRED EVIDENCE TO SALES@FIRSTPARKING.CO.UK WITH THE PCN NUMBER

What do I sent back to them? same email as before because they have ignored my 1st email of not legally required to disclosing the drivers detail. 

Please advise what I need to do next please :).

    @Coupon-mad not literally haha just found that wording somewhere and used it. Its beautiful out there.

    @CastleAlthough, according to the University of Sussex Regulations-under regulation 29-Section 3.Traffic and Car Parking- the roads are subject to the Road Traffic Act:- what does this mean ( legal words don't register in my brain) haha!

Parking at this site is only for vehicles that are parked in accordance with the terms and conditions, as detailed on the signage on site. This signage is clear, in line with industry standards and clearly details any charges that may be imposed should these terms and conditions be breached. I have now had the opportunity to review this case and my findings are: After reviewing the photographic evidence and your appeal information, your appeal is rejected. You have not paid for the full duration of stay and/or registered your vehicle. As your vehicle was parked in contravention of the Terms and Conditions of the car park, we are satisfied that the notice was issued correctly in accordance with the BPA Code of Practice and are therefore unable to waiver the charge on this occasion. You have now reached the end of our internal appeals procedure and therefore you now have two options; you can either pay or appeal to POPLA- You cannot do both: Therefore please choose from one of the following options: 1. Pay the Parking Charge at the price by 19/09/2025
