Horizon PCN Parent and Child Parking in Rental Car

Hello anyone out there willing to help,
Plan A route has been explored and the store whose car park is involved has been spoken to. They took a photocopy of the PCN and my email but not my receipt or proof and said they had seen so it would be fine and they would get their colleague who handles these to email me *if* they could get the fine waved. This has left me concerned it won't be as they phrased it in a way that it would be Horizon's decision.
So Plan B, the car was a rental and I'm not sure how the affects not naming a driver because surely the car rental company would have identified that and I am named in the correspondence.
Annoyingly, there was a child in the car even when the photos were taken but they were taken in a way you can't see them. The child is autistic and needed a moment to gather themselves before coming in so waited with their grandfather. The person who took the picture of the car then came and this panicked them so they stayed in the car as they were now scared. Based on the time stamp of the photo and my receipt there was only 11 minutes difference. I was in the store for probably no longer than 15.

They won't be able to prove that the child wasn't in the car and about to get out so that'll be an extra point, if this gets as far as POPLA.

Do NOT say who was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
