NEWBIE - APCOA Parking charge at Gloucester train station

An APCOA parking charge was received for non-payment of parking at the Gloucester station overflow car park.

The issue date is within the 14 days but it didn't get delivered until a week after the issue date, however the letter conveniently doesn't have any form of post mark to show that. I have seen some threads before referring to railway bylaws but the letter makes no reference to that.

Today is the 14 days for the reduced payment which I know can be ignored so should the keeper wait till the 26th day from the issue date to send through the standard template?

I have also attached the redacted notice for reference

    Study the other Apcoa train station threads within the last couple of years, before appealing as keeper 

    Any 14 days period is irrelevant,  only the appeal deadline date is relevant

    just do this appeal text straight away on the portal,. appeal as the keeper

    This is an appeal by the registered keeper - No driver details will *ever* be given. Please do not bother with your known fishing expedition in an attempt to get driver details.  It is known parking firms do this to try and get around the fact when there is no keeper liability in play.

    As there is NO keeper liability then liability cannot flow from the driver to the keeper and thus is an auto win @ POPLA. Please therefore cancel the notice or issue a POPLA code where you will auto withdraw

    If you waste your time asking for driver details this will be ignored and you will still lose at POPLA if you dont cancel the PCN

    So let's save my time and yours and cancel this PCN you simply cannot win this (and you know it)

    Yes, the above does work every time as long as you don't say who was driving if they ask.
