PCN received - overstayed duration - appeal info needed

Hi, Just received a PCN from RCP after parking on a beach. I thought I had 2.5 hours but I only had 2 (Parking duration 2h:27m). I spent at least 20 minutes trying to pay as they're links to 'pay by phone' using temp wifi did not work and there were no signs to the fixed pay points so took an age to track it down and pay with card. 

I am a bit confused about the appeal letter pasted in the newbie thread as it mentions needing pictures and times etc - all of which my letter has. It doesn't have the grace period though.

Any tips welcome from a newbie who'd usually pay but it's £60 for first notice? Madness.

So its probably insufficient paid time, so no appeal will work,  but I am not saying pay it either   !

Any idea on what basis I try to appeal?

If it's an unfair PCN then you don't pay it. Read the MSE Guide linked at the top of this page under the little red 'MSE Link'.
