This sounds like a surcharge; if it reaches 8% of the original price then you must offered the right to cancel and that is only if their booking conditions have set out their right to surcharge. They also agree to absorb the first 2% of the price before increasing the holiday at all. Their surcharge term is very strange, it allows for increases in:
the price of the carriage of passengers resulting from the cost of fuel or other power sources;
I don't think that applies here at all although they go on to say that it covers any increase in air fares, which it doesn't. I would strongly query the issue and if you get no satisfaction you can contact ABTA's information department who can investigate for you and if its wrong, tell ROL to drop it!0 -

As far as I know, APT is an Australian operated and owned business, perhaps with a U.K. sub-division.
Had ROL packaged this then I think resolution, or at least options, might have been a little easier. I would push ROL for a solution and as Alan_Bowen suggests, you could give ABTA a call (ROL are members) and ask for their views on what you have been presented with.
