Anyone with knowledge of getting full council tax exemption with SMI

Asking for a friend. They have a relative who was diagnosed with Aspergers, ADHD and PTSD and lives on thier own but at the moment only gets a partial discount based on the fact they cannot work and are receiving Universal Credit and PIP. Would they be entitled to apply for full council tax exemption at all and if they are could it be backdated at all? Thanks.

Severe Mental Impairment form would need to be completed by doctor and submitted to council tax department. Councils all run their own schemes but they would then be not included for council tax and so if living alone no council tax. Usually can be backdated but that might depend on the SMI form date as to when the SMI applied from according to doctor.
https://www.gov.uk/council-tax/discounts-for-disabled-peopleIf you qualify as severely mentally impaired
You’ll get a 100% discount if you qualify as severely mentally impaired and one of the following applies:
- you live on your own
- any other adults in your household either qualify as severely mentally impaired or are full-time students
There’ll be a 50% discount on the council tax bill if everyone else in your household is ‘disregarded’.
