Horizon parking PCN - Tesco Stourbridge

Hi, the driver overstayed the 2 hour limit when shopping at Tesco, paid cash but lost the receipt. There was big queues in the supermarket and they have a disabled son so it took longer than they expected. If option A fails (contacting the retailer) in the newbies section, is it best just to pay the £40 discount rate. PCN attached. Thank you

No , circumstances beyond the drivers control caused the alleged breach
Plan A should work due to the circumstances described above, to not penalise legitimate customers1 -
More redations needed in your 2 posted images. Reg No and pcn No are showing in the black bands on that letter.2

If you used a Clubcard and can remember which till area you were at, you can firstly ask the CS desk person to reprint your receipt as evidence, if their manager won't cancel this PCN on the spot for you.
Applying a fixed time limit to a shopper with a disabled son is in fact illegal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

A blue badge or not is irrelevant, the law is extremely relevant, especially the Equality Act 20102
