They have to comply with the CoP in order to obtain motorists private data via KADOE:-

Thanks for all the support so far. I’ve now reached the POPLA stage (UKPC rejected my first appeal).
When I logged into the POPLA portal, I saw the options including “extreme circumstances” and “other grounds for appeal,” and their wording is very demotivating — it makes it sound like unless you had some emergency, you have no chance.
This has made me worry that I’ve got zero chance of winning and I’m already very stressed about this.
My understanding is that these are valid BPA Code of Practice breaches and good grounds for a POPLA appeal, even though POPLA’s site wording is discouraging.
Am I right that I should proceed on the signage / contract formation / landowner authority / KADOE compliance points, rather than worrying about their “extreme circumstances” category?

Always use "other" as the reason for appeal. Don't be discouraged by POPLA - their decision is not binding on you, the motorist and they are not really full independent despite what they claim.

Hi everyone,
Just wanted to share a quick update and say thank you for all the guidance - especially @Coupon-mad and everyone who helped me put the POPLA appeal together.
I submitted my POPLA appeal yesterday and have just received confirmation from POPLA that UKPC have withdrawn. POPLA’s email states that since the operator has withdrawn, their involvement has ended and I don’t need to take any further action.
In other words - the PCN has been cancelled! 🙌
I didn’t pay anything, so it’s clear UKPC reviewed the case and decided not to contest it — likely because the evidence showed the signage around the disabled bays at Snowhill Retail Park was completely inadequate.
Huge thanks again to everyone who helped me stay calm, structure the appeal properly, and see it through. Hopefully this result helps others in similar situations - don’t give up, follow the NEWBIES guidance, gather solid evidence, and you can win!
The operator has contacted us and told us that they have withdrawn your appeal.
If you have already paid your parking charge, this is the reason your appeal will have been withdrawn. Unfortunately, you cannot pay your parking charge and appeal, which means that POPLA’s involvement in your appeal has ended. You will not be able to request a refund of the amount paid in order to resubmit your appeal to us.
If you have not paid your parking charge, the operator has reviewed your appeal and chosen to cancel the parking charge. As the operator has withdrawn your appeal, POPLA’s involvement has now ended and you do not need to take any further action.
