Trading standards advice for roof not fit for purpose

A couple of months ago I had a quote of 1200 pounds for my decking and a small lean to roof above it. I'm happy with the decking but the roof, even after him coming to fix it twice, is still leaking all over the place. He has refused to redo the roof and I don't think he will give me any money back, he has only offered to plug it all up with silicone for the third time. I have evidence of discussing things like flashing to the wall and other evidence. He then told me that the job was 1500 pound when he asks for payment at the end. It took me a while but I found the original quote of 1,200 in our messages. I've had opinions from Roofers and joiners both local and some a bit further out (all very negative about the state of the roof and workmanship). Nobody wants to get involved and make quotes. It is a small town and nobody wants to step on each of those toes. Trading standards cannot supply anyone to investigate and without quotes I have nothing. I have managed to get one though today. I have already had negative confrontation with the joiner that done the job. He refuses to redo the roof and insists it only needs more silicone or foam. Any other professional that has looked at it begs to differ. Should I take him to trading standards being that I have given him opportunities to fix the matter with the evidence of the original quote compared to the final payment? I'm scared and I worry about the aftermath. Just how good are trading standards on dealing with this stuff?

Trading standards don't deal with individual issues, you need to take action through the small claims court1

Trading Standards won't assist you in your dispute - if they receive enough reports about a trader's activities then they may ultimately take enforcement action (for future work) but that wouldn't help you with your issue.1

You are looking at least months to get to court, even then it is not a guarantee that you would get anything out of them.Life in the slow lane2

According to the Law Society the average delay for small claims court has risen steadily from 30 weeks back in 2010 to well over a year now.0
