Advice/help with change of hours second job

Hi all. Hoping for pointers how to handle this situation.
I have a full time civil service job. I also work 15 hours outside hours for the local authority (LA) with every other weekend and a few hours either side of the 9-5 office structure when day teams take over. I’ve been there less than 2 years. I like the role [as it is] and as well as salary, pension etc it gives me access to two bank roles that I also do evening hours with around my main CS role.
My LA job has decided to turn my role into in-office hours and the every other weekend structure. They have dictated I must work 8-4 Monday and Friday around my weekend in and 8-4 Friday the following fortnight. They’ve also been specific about it must be in the office.
I’m actually able to compress my hours at civil service role, but can’t accommodate two whole days a week.

Im about to take on a new role in the civil service and I’m just waiting for checks before a start date. I’ve been told I must give a start date before 25 August of when I can do the revised hours. If I can’t accommodate the new hours, I’ll be taken through capability from that date.

I updated about new job and highlighted I would need some negotiation on hours/days but immediately told business requirements. Nb it’s a 7 days week service.

I’ve requested my contract and a meet with HR, but it’s going into a void, x 3 chases still silence.

Please presume I know about need for service to save money, can dictate place of work etc. I’m also painfully aware that it’s not really consideration of my needs here - I’m an employee.
Usually I’m quite clear on things like consultation, and right to ask for flexible working available, but with less than 2 years… am I on a sinking ship with regards to what I can ask for? I quite like the role, but obviously can’t work for two places at the same time. I will effectively be losing 3 roles. I just thought there would be more of a process akin to redundancy or at least some formality in consultation, and maybe naive that I might have a say in days.
The pressure to start this new structure or resign as only options is getting intense.
I’d welcome any views what I could explore.

With less than 2 years service the local authority can probably just decide that it's a take it or leave it situation.
As a CS line manager I would be concerned about the health and wellbeing of someone working a full time job 37hrs + 15hrs of second job. Presumably you're doing this for the money?0 -
I think the only thing I can add is that I hope you're in a union. If many others are similarly affected, a united stand might give the LA pause for thought. Do you know how many of you are affected by this change?Signature removed for peace of mind1

Have you spoken to your managers at the CS job about this? Them accepting a 2nd job is one thing, but accepting you working a full time second job is very different. Working 74 hours a week is excessive in my opinion. A colleague of mine requested permission to do bar work at the weekend. They weren't allowed to work Sunday (late finish at a club) because it might affect their work performance.I'd be amazed if the CS weren't concerned about these hours.1
