It could be, depends on the OPs situation and size of the balloon. 

MBNA gave me a new CC with an available limit to pay off the balloons of the vast majority of PCP despite having other outstanding credit. To be honest was surprised it was as big a limit as it was and was more than double than any other prior credit cards initial limit and was 50% more than any other credit card even after years of holding the others.
