Can a Hive hub be reregistered?

It used to be the case that, once registered to an account, that was it - you took it with you when you moved home.
I'm sure I read a year or so ago that they'd relaxed that tie, and would unregister a used hub, but I'm struggling to find a definitive answer. Anyone know?
