Booked a 4 star hotel through booking.com which clearly isn't 4 star but can't get anything back

The issue with booking.com is if you just choose 4 star it throws up all sorts of accommodation.

If you want a true 4 star hotel you need to ensure the filter is set to 4 star and hotel.  You won't get one of those in central Belfast for £100 a night.

For a 4 star hotel in a city I'd be expecting a price closer to £200+ a night rather than £100 a night - did you look at any online reviews before booking e.g. trip advisor, or photos of the rooms and facy on the website? Or were you solely motivated by price?
Whilst the advice to do some checks is good, that seems like blaming the customer.
I would say that it is entirely plausible that a hotel could have an offer or seasonal price available; it it advertises as 4-star then it should indeed have 4 stars.

We live in a day and age where all the infomation such as reviews and pictures are at our fingertips.

Anyone that expects genuine 4 star hotel at around £100 per nighto must be stuck in the nineties.

Also it seems that the OP stayed for the full duration which weakens their case.

Checking for reviews etc. is really basic due diligence, but the OP appears not to have done this and has blindly believed the platform's star rating... Presumably booking the place on the basis of cost.

It was "4 star" and "cheap" for a reason.

They do need to take at least some responsibility for getting this room.

All sorts of angles on this one.
I have used booking.com regularly for many years now and have only had an issue once, which suggested to me that they have little interest in getting involved in disputes between hotels and guests.  With free cancellation, I chose to cancel and book an alternative rather than rely on booking's promised alternative.  This is a business worth billions and makes its money through millions of bookings, and they will be hoping that problems will be minimal.  However, I'm not saying that absolves them from any responsibility.
I just checked for a 3-night booking in mid-September in Belfast, and all hotels with a review ranking of 8+ are well over £100 p/n, including 3* Ramada and Ibis, so I do think your expectations were high for the price.

    This is Belfast, not London…

If the OP booked where I think they might have booked, then I agree that they overpaid as getting from it to the city centre requires walking through some…rather depressing… areas.

Whilst it might be a struggle to get a 4 star hotel in Belfast for £100, it doesn’t take much more - here is a 4 star in August for £122 and it’s right in the city centre too.

Or another 4 star starting at £113…

And here is one at £85…
