Bonded leather doesnt necessarily peal either as the whole thing is polymer it doesnt really need a polymer coating.Keep_pedalling said:Proper leather does not peal, this will be bonded leather or some other cheap tat.

More likely, rather than it being fraud, is that its top grain or split leather, both mentioned in your article, which is where the whole skin has been cut into layers, the top can be used as leather, potentially needing reinforcing with fabric under and polymer over. If its just top then the bottom layer can be used as suede or to make bonded or if its split so even thiner and more layers then some will be used for bonded and the bottom still could be used as poorer quality suede.0
