Should I include this image in my template appeal against europarks, or does by including it somehow an admission of who the driver was?

If ECP ( is it actually Euro Car Parks   ?  )  complied with POFA 2012, then keeper or driver is irrelevant,  but 

Appeal as keeper stating that the driver paid in full and you are attaching the drivers receipt

Check that the correct VRM was used and check that the receipt covered the full time on site too

Tell them that the photo was provided to you, the keeper, by the driver.

This is in Scotland btw, so don't think POFA matters? i.e. why I don't want to reveal driver - no VRM on the receipt, its a free pay and display car park (2hours) with parking attendants, ticket covers all the time spent there

Then just follow the advice 

If you were not the driver,  say so, otherwise,  stay silent on that aspect
