I applied for poa through a company they sent me the paper work I have since changed my mind it cost £500 and they said I cannot have my money back is this correct

Depends on the T&C's - did they provide details of their fees in advance.
What paperwork have they sent, if it's as far as preparing the POA for signature then they need paying.1 -
I guess this is Power of Attorney and not Price on Application!!!1

If they have done the work then you still own the money? Has the LPA been registered?1

I'd agree with previous comments. More details would be helpful, but on the face of it they've done the work you requested, so are entitled to be paid their fees.0
