Help to Buy valuation on a flat with flammable cladding

Hi everyone. We're currently selling our flat in Runcorn which we bought in 2010 with the aid of a Help to Buy loan, and now have to arrange a valuation of the flat to show we're selling at the current market value and not diddling the government out if its share of the proceeds. 

Our issue is that our flat is covered in flammable cladding - for starters - and has a B2 EWS1 rating. Remediation work has started on the block but will take another five months, and we'll hopefully be moving into our new home in a few weeks. But when it comes to the valuation, we are finding it impossible to find a surveyor willing to take it on, saying they're unable to take on the risk of providing a valuation until remedial work is completed, and the flat has a B1 EWS1 rating.

We've asked the Help to Buy support team if they have a list of approved surveyors who will do a valuation on a property like ours, and they've said they don't. We've googled our hearts out and can't find a surveyor who'll openly say they'll do a valuation on a property like this. 

Time is running out and we're worried about getting penalised to the tune of thousands of pounds because of a delayed valuation which won't actually be what the flat is currently worth, and hasn't been worth for the 2+ years we've had it on the market. We're selling it at the price it's always been listed at, so it's not like we're trying to cut and run.

Has anybody had a similar experience and how have you managed to find a surveyor? Thanks in advance for any advice you can give.
