Grandparents currently getting pensions saving credit. Should they be recieveing guaranteed credit?

My grandparents are on pension savings credit. While trying to get a grant to install a stair lift into their home it was indicated to us that they should be on guaranteed pension credits. 

We know nothing at all about any of this and are now very confused. What I think I have found is that being on guaranteed credits seems to open a lot more other benefits such as council tax help. 
I've found the form on the gov website for applying for pension credits but I'm confused as to if this is what we are supposed to use as they are already in receipt of savings credit. 

Are they automatically on the correct pension credits or do we use the form the apply again? 
Is it possible they are on the wrong thing or is the grant lady wrong? 

Is there a different form we are supposed to use to apply for the guaranteed pension credits? 

Is there a penalty if we've got this totally wrong and apply when we shouldn't be? 

Any help at all would be gratefully recieved.

    Pension credit has two elements.

    Just to explain the difference. It may be that when they applied for both, they weren’t eligible for both, but their circumstances may have changed since. Do they not have the original paperwork from when they made the claim, Explaining what was awarded and why? 


    There is also a linked eligibility checker in there which they can use to see if they might be entitled to more. 
    And if in doubt they can always phone and ask.

    use the Age Uk benefits calculator. It will give you a breakdown of what pension credits they should be receiving and whether the amount is correct.
