Euro Car Parks PCN - what now?

Hi all,
My son received a PCN from Euro Car Parks for parking a few minutes outside the permitted times in a retail car park.
I tried finding a postal address for the retail park (to complain to) without any joy.
So we appealed using the relevant template on the Newbies thread.
Euro Car Parks have now come back to say they “do not need to provide evidence of who was driving the vehicle” and that it’s the RK’s responsibility to inform of the full name and address of the driver within 28 days of the PCN (see photos attached of original PCN wording and their response letter).
So, what to do now?
In the meantime, if it’s relevant, my son has left to go to university in the US, so I am in the process of changing the RK details on the vehicle to those of his brother.
Any advice is much appreciated!

Name the driver and their address in the USA!
That'll give immunity. The Act says the address has to be serviceable. They have a postal service in America!When/if he's back you can give them a UK address if you wish, but cross that bridge later.
Don't be naming his brother. Moving abroad is a gift!1 -

This kills private PCNs as long as the keeper tells the PPC the address abroad and tells them to erase the UK address:
"my son has left to go to university in the US".PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
