No NTOs received now council charge letter

I've just received a charge letter from Brent council informing me of an apparent contravention six weeks ago, for which I have had no previous letters, and doubling the fine to an eye watering £240. I live in Brent and have always paid pcn fines within two weeks of the NTO to get the 50% discount. Is there any way to appeal on the grounds of not knowing about the pcn?

The question I and others, will be asking is, "why do you get so many fines?" And on this/these occasion(s) they are fines not speculative invoices!1
