Elite Parking Management PCN

Hello, I’ve read the Newbies chat regarding appealing against these PCN’s. However, I just wanted to make sure to double check I have grounds to appeal. My Grandparents parked in Eddington 10 days ago, in a ‘free’ hour bay, however they didn’t see in another area of the sign that they needed to “register” on JustPark for the free hour of parking, which subsequently resulted in a parking officer issuing them a PCN which arrived two days later in the post (pictured). At 89 years of age, they don’t have smart phones so registering online via an app is very foreign to them. They told me they hadn’t even taken their phone out with them that day, and with no machines in sight, they thought they were fine to stick to the free hour rule, which they did. I feel it’s unfair for this charge to be impeded on them when they adhered to the free hour of parking, but understand that the private parking company may not feel the same, so any advice on this moving forward would be greatly appreciated, thank you. 1

Ignore them except for one appeal that YOU put in online for your grandparent (the keeper named in that letter).
Do it in their name but with your email address (no phone number) and as part of the appeal state that their current address for service is GIVE YOUR ADDRESS BUT NOT YOUR NAME (as long as your address is long term).
Tell your grandparents you've appealed it and they'll hear no more.
YOU then receive the rejection letter - addressed to the keeper but posted to your address - and you can either try POPLA in their name or just ignore the £170 threatograms seen in the 4th post of the NEWBIES thread.
Grandparents will hear no more.
NOBODY PAYS.

Thank you! I did appeal on their behalf with my email address as you mentioned, as I’m in rented accommodation, I don’t have a long term address, so I used theirs, it was rejected and they’ve today received a debt collectors letter this morning. I presume still ignore? I can go down the POPLAS route too if you think it would benefit! Thanks again for your help!0

post 3 advises on POPLA I doubt any success there but see what the regulars say.
You should try a complaint to landowner PLAN A in NEWBIES thread and look out for a Letter of/before Claim.1 -
Is there nobody in the family who can receive the £170 threatograms and ignore them? They must be ignored but a Claim Form must NOT.Is the keeper able to cope without getting stressed or thinking someone is going to come knocking? I was worried they'd be duped into phoning up & paying.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
