'Failure to Insure' fine query

My daughter, still living at home, bought a 125cc motorcycle after she passed her CBT, with the intention of getting her full licence; it was bought and taxed under her name. My own motorcycle insurance allows me to ride other motorcycles, giving third-party cover. To this end, I rode the bike home after purchase. In the meantime we have been trying to find insurance for my daughter - she can't afford the £2350 lowest(!) quote, so is not yet using the bike, which is currently languishing on the drive. We have now had a fine for 'Failure to Insure'.
My question is; can I not claim that it is third party insured under my insurance (although owned by my daughter)? Or is it simply a fact that the registered keeper must insure the vehicle if it is taxed? Thanks in advance.

    Who issued the charge  ?  Only one person would be naned on it, there is no WE 

    Ownership is irrelevant,  I assume that she is the Registered Keeper   ?

    If its on the driveway, then I fail to see why any charge would be about insurance 

    Do you mean , uninsured vehicle   ?

    I’m pretty sure you either have to insure it or SORN it.  If your daughter couldn’t afford to insure it, she should have SORN’d it.  I don’t believe your third party insurance via your policy would count as that normally requires it to be insured with its own policy.  With that in mind, you may not have actually been insured to drive it home after the purchase.  Others will hopefully confirm or put me right.
