The new curve card is NOT a debit card, and it does NOT offer fronted. Does any other service offer an all in one debit card that can be used to pay hmrc etc with a credit card using "fronted"

No. Curve lost money hand over fist doing this and has now been sold for roughly half the valuation investors bought in at.
