NCP Parking Fine Advice - Can I appeal this?

Hi there!

I regularly park in an NCP car park by my local train station (Cheshunt) when traveling into London, for which I pay each time using the Pay By Phone app.

Occasionally, I have issues trying to access connecting to the app when I arrive and then forget to pay when the signal improves, so will pay later in the day, always paying the maximum possible to carry my stay over to the early hours of the next day. Unfortunately, the amount this costs changes after a certain time in the day, so if I miss it I technically underpay for my stay.

Unfortunately, the car park clocked on to this twice last month and have issued me with two fines, both of £100 each, or £60 if paid within 14 days. The issue date for both fines was 18th July, however, they did not arrive at my house until 28th July.

For the two fines, the incident dates were 1st July and 10th July.

I have now missed the window to pay the lower £60 fine, and before reaching out to them to see if I can still pay the lower fee, due to how little time I had the letter for, I wanted to know if there is any way I can appeal these fines, or if I just need to take the hit and pay up.

Appreciate any advice, whether it is what I am hoping to hear or not!

    Just use the standard appeal in blue, which you will find in the NEWBIE sticky UNLESS the PCN was a PENALTY charge notice, in which case use any of the bye-laws appeals.  Whichever you use do NOT appeal as driver but as keeper.

    DO NOT TYPE in your appeal your story in the first person! No "I" "me" or "my" - NOT LIKE YOU JUST TYPED FOR US!

    You'll win this hands down as Keeper. As long as you don't blow it by saying who was driving.

    I may be being really blind, but I cannot see this standard appeal template, and want to ensure I use what you think is the correct one - could you advise please?
