Hello,
Holiday booked and paid for. One passenger pulling out due to financial reasons. (This is the 4th time they have done this). No option for refund.

I have considered doing a name change so holiday does not go to waste, the cost is actually quite reasonable, however, would the new passenger be expected to reimburse the passenger that has pulled out?

Passenger 4 pulled out knowing that there was no refund however if the extra person wants to go I don’t think it’s unreasonable for them to pay something to back to passenger 4 for the holiday (bar admin charges) that they are now getting.
How much of that is repaid is really up to the people involvedAll shall be well, and all shall be well, and all manner of things shall be well.

Presumably as you say the holiday is all paid for, passenger 4 has paid their full share and the financial reasons are for lack of pocket money to take with them or some other financial reasons .
If that's the case then, although it's not obligatory, I'd suggest that the new person pays their share of the holiday and gives the money to passenger 4 minus the administration cost for the name change.
It's hardly fair for the stand in to expect a cheap holiday for the cost of the administration fee when the other 3 have paid full whack. How would you 3 others feel if that happened? 🤔0
