Bed Bug Problem in Flat

Hi,
Grateful for any advice please.
A friend of ours discovered bed bugs in their flat.
First in one room, but now spread to another room.
They have had a professional in to spray chemicals (not sure what type) over some weeks now, but the bugs are still there.
Eggs found in some furniture/furnishings so these have been thrown away.
Washed and steamed whatever they can.
Bed bugs still being seen.
We read about heat treatment but this is hugely expensive. Has anyone used this? Is it 100% effective? Is it possible to buy own heat treatment equipment so they can do it themselves to save cost? Any recommendations for this?
Any advice pls on next steps to eradicate?
Also as this is a flat, could it be they are transferring through the main building to their flat and should they inform flat managing agents? Will managing agent heat treat or chemical treat whole building and if so would individual flat owners have to pay or could it be an insurance claim? Could managing agents try to hold them personally liable if no one else reports the bugs in the building? They are unclear where the infestation came from. They do own the flat, not rented.

From what I’ve read, they can be really hard to get rid of. I’ve heard of people having to remove skirting boards, for example.No reliance should be placed on the above! Absolutely none, do you hear?0

Our son's shared, supported living accommodation has had three outbreaks in the last two years. I've obviously not watched the treatment being applied but it seems to be a white powder or granules.0

My advice - get the professionals back to the flat.0 -
Further to my previous comment, the manager tells me the fumigation process is done on three separate days with a gap of several days in between0
